I'm sure this must have been asked before, but searching for "English" isn't going to be very useful. Anyway, I'm not thinking so much of games that are in Japanese but still playable, but games that really are mostly in English including story segments, item shop text, endings, and such. I was surprised to read in another thread that Cotton has an English option, and I know that Carmen Sandiego has English, and that the Darius games are in English.

Legions has all English voice overs

The little bit of text that's in Final Soldier is all in English, and I think that's the case for the other Soldier games as well.
-
Almost every shooter, PCE or otherwise, is full English.
If you are basically looking for a list of "zero language barrier" stuff then...its a pretty long list. I would guess at least 1/3 of the library, if not 1/2, or even more.

But which doesn't help a lot to make it a better playable game

You can also refer to this thread for additional pointers.

Some say Dynastic Hero (J) is easy to play without knowing Japanese. True, but you wander aimlessly many time in the game until you finally find where your supposed to go next. :-k

I know that many games are straightforward to play, like shooters, but I was thinking more of "which have the text in English", not "for which ones does it not matter because you don't need to read anything". It may be possible to play a game without knowing Japanese, yet you won't get as much out of it if you can't read the text. The other thread mentions Neutopia, for instance; long ago I finished the Japanese version of Neutopia 2 with just a dictionary (which let me know I had to go back into a tower to find a hidden sword) but I wouldn't say my experience was anywhere near as good as playing it in English would have been.
The same goes for Dynastic Hero and a lot of other suggestions.

So if you're not meaning games like for example shooters and platformers that usually don't require understanding lots of text to get through but more say games with RPG elements that require understanding the text to play properly. I'm not aware of any of the Japanese originated PC Engine games in this style that have english text, in fact it's a very uncommon thing, I can only think of a couple of Japanese games on all the various systems I own where dual language is implemented.
But there have been some excellent fan translations of Japanese PC Engine games:

pcecp.com assigns each game a rough rating for the amount of Japanese needed to play.
