Well, SFII' was 20 MEGA-POWER, and I think that the next biggest were the 8 MEGA-POWER games, of which there are a decent number I believe. I'm not aware of any 16 meg games.

Bonk 3 is 8 MEGA-POWER, but that's the only one I know of for sure.
