Why was this never made for the PCE to begin with?

Probably didn't find it as a viable platform, that's why it went to the Genesis for each new release.

I have only ever played Splatterhouse 1 and 3. Is part 2 worth picking up?

I think Splatterhouse 2-3 where all made by SEGA. The original was an arcade game, while the second was a direct sequel, and the last was an all out aciton ( JRPG, Adventure Island ) game. SEGA benifited from games like Splatterhouse, and created "House Of the Dead" along with the other series, all the way to "Illbleed". That is my hypopothesis, on the subject, of splatterhouse.
It was an arcade, and the PCE was built to do computer games in relation to the NEC series, So it had no problem doing arcade games.
The next idea of why no Splatterhouse 2 + 3 is because like Shin Megami Tensi" it did not sell against the other consoles, so they said, lets just do it on the SEGA, since the SEGA CD was on the horizin.

I've often wondered the same thing. AFAIK, the PCE was very popular, especially next to the Mega Drive in Japan, so maybe it had more to do with the US & European markets?

I think even the cover itself disagree with that hypothesis.

This is what I was thinking. I remember the game being on the local news back in the day because of the "gore" and content, way before Mortal Komba of course.

Splatterhouse 1 is the best, 2 is also good, but 3 I did not like the gameplay, it had a time limit and it was not linear like the first two

I always wished that Namco would create a pinball machine (or a video game) based on the Splatterhouse franchise.
Or, a racing kart game.
Or, my ultimate dream: Final Lap Twin Quest II: Splatterhouse Universe.
