So I bought this machine boxed for a mere five bucks at a thrift store here in Ontario. Of course, as bad luck is something I do well, the thing was abused and modded (hacked up, more like) for PAL play or something. All fixed now, though I don't have the machine in my hands just yet.
So here's the oddity of which I can't seem to find info on, and since I'm a total noob when it comes to all thing NEC, I'll ask you blokes.
Here is the front of the controller, notably missing some text:

And here's a shot of the back with some weird dipswitch, nothing labeled:

Sorry for the shit pictures, but I only had an ipad at my disposal.
Can someone tell me more about this thing, who made it perhaps?

must be a pirate pad from one of those pirate consoles (pc-boy and the like).

Wow, I'd be ecstatic to find a Keith Courage at a thrift store here. A Core Grafx? Damn man. Even one that was mutilated is a sweet find.

Have you used it yet? I'm awfully curious about the switch on the back. Nice cross-d-pad on that thing, too. Cool find! Open it up to check further for identifying marks (and share pics please)

Yeah it looks like a controller for a clone system. Does the switch on the back control the slow motion?

Nice find in the wild.

That's what I was thinking, since it says 'slow' and 'on/off' on the front.

The PC Boy pads are actually different, as they have 4 buttons instead of 2.

Yes, PC-II and PC-2100 clones are the same as well (4-buttons)--I don't recall seeing a clone with turbo switches before this.
