Some of these aren't obscure at all but they are all pretty cheap and good! Most can be had for $10-$20 if you look around.

Those 2 are some pretty awesome fighting games but I would suggest getting the japanese versions. The USA version of megamix is slightly censored and for Fighting Vipers only the japanese version has (a japanese created character called) pepsi man as an unlockable character.
Don't forget to check out that princess crown tho.. even if it is all in japanese..

Some great suggestions so far, for cheap US games people already beat me to the punch with some of these. Sorry for some duplication, but I would say these cheapies are great:
Three Dirty Dwarves Die Hard Arcade Robo Pit (always LOVED this shitty game) Galactic Attack Astal (maybe not underappreciated) Decathlete D / Enemy Zero series Blast Chamber (specifically multiplayer) Blazing Dragons (yeah... so what if I like it a lot) Sega Rally (netlink version is slightly smoother and also cheap) Clockwork Knight X-Men Children of the Atom Darius Gaiden ..and finally Criticom is so awful that it is good. My friend and I have played scores of times.

What are the worthwhile mods to the system, other than region modding it?

I've got a Skeleton Saturn and pads, do you know anyone who does LED mods? Kinda silly just to do a visual mod but I bet it looks awesome.

Mod chip if you want to play burns region switch if you want to play imports.Still if you buy a (pro action replay plus) you can play any import you want and the converter suports games that use the,ram cartridge.Btw on you're vanillaware comment the team that made princess crown went on to from that company.

That's probably true. It will add players in your living room. If the game were Street Fighter Zero 2...I'd just kick people's asses until they all got sick of it and left.
