Title: VGA output without converter

I realize its most likely a pipe dream, but can an rgb mod be converted to vga without an upscaler?

On a PCE? No. The only difference between what is commonly refered to as "RGB" and "VGA" is the exact thing that an upscaler does: doubles the lines.
