So today I got a CD-Rom unit from Samurai Ghost, system looked awesome. I took my region modded PC Engine and hooked it up, JP mode just crashed, but US mod was fine. It blew my mind, I knew the system worked fine by itself but on the CD unit it went bonkers. It has an older region mod chip (before electrochip's version) but essentially the same idea. I did some research and found this post:
Also when installing instead of using a 5V source, I have found that using the IN pin on the Voltage regulator is FAR more stable and you won't have issues where some games will crash after a few minutes of play.

I was about to replace the chip with one of the ones I previously got from Electrochip, when I just tried his suggestion, and gave the region chip more power. And guess what....it worked! I am beginning to think that those of you that have Neo Flash that don't work (and have region mod boards) might just need to swap to a stronger power source (like the input of 7805). Does anyone have issues with a non modded system and my theory is busted?

Whenever I add something to a console I always wire it straight into the 7805 regulator.

I can say for sure. I've been using the neo flash with the turbo express during the duo tab testing. I notice games were acting up under 5V.

wish i hadn't gotten rid of mine to try this out, i did connect my region board to a different source, but not on the 7805

Hm, this might be relevant to me. Tapping the 5V pin from the AV out mount is not as good as tapping it close to the 5V regulator chip? I noticed I got a clean 5.02V with my DMM at the AV out, but elsewhere in the circuit board it read like 5.32V so I tapped it at the AV out figuring 5.02V is the best for powering the amplification transistors for the s-video/component mod I have been working on with thesteve's help. I would imagine you probably experience less of a varying voltage drop as the system is in use by tapping it right off the regulator as opposed to somewhere else in the board passing through all the circuitry would be the explanation.

I adjusted the regulator to 5.10V on the express and the neoflash card is working with the switchless region mod.
