Bought my newly PCE mad boyfriend Parasol Stars for valentines day, it's a TG-16 HUcard, is there any compatability reason it won't work with his Jap Duo (I didn't think there was but now I'm not sure) Or have I bought a duff?

I don't think you can convert TG16 cards to play on a PCE Duo because it has a region check. You could try using a converter but I've heard that they only work when converting PCE to TG16 and not the other way around.

TG16 hucards won't work in a japanese pce unless you do two things.
1.) Ground pin 29 on chip Hu6280 on your pce. This must be done. Using a converter on a japanese system won't let you play TG16 hucards without it.
2.) After grounding pin 29 you can start playing TG16 hucards by using a converter. An alternative would be to modify the hucard slot so you wont need the converter.

It's the thought that counts :). When you do get the Japanese version of Parasol Stars, you're in for a treat (it's a great game), so everything will work out nicely in the end.
