Could even be Go Nagai (or Atsuji Yamamoto?) or some Taito in-house artist imitating his style...

The tiger itself has a particular style to it, which I can even see bit of Toriyama in it.

Its a pretty bad arse cover in it, did he do any other art work i would know?.
