My $3 US copy of Dino Crisis says this:

It says this after the screen where it warns that the game is so violent and gory that I might just die in real life. Then the actual game never loads.

It's a copy protection scheme that is present in only a few PS releases... are you using a modded console?

YES! I figured that's what it was. It's a US console that has a mod chip to play other region games.

That only happens with the Dreamcast version.

Too bad it isn't a stealth chip, and I don't think they manufacture those chips anymore... at least you can get a PS1 for cheap! (please note that you could buy a PS2 but avoid modded consoles -- some PS2 modchips will trigger that error too)

Yeah I can just play it on my PS2 or PS3 (haven't tried it yet, though).
