Okay, I will have a PC Engine delivered to my doorstep soon, and suggestions on some good starter games that aren't too expensive or rare?

If you are new to PCE(Turbo) I think Gunhed(Blazing Lasers), Makyou Densetsu(Legendary Axe), PC Genjin(Bonks Adventure), Alien Crush, Dungeon Explorer, Ninja Spirit and Parodius Da are all great HuCards to get a taste of obey. D. Explorer is not too heavy on language and Parodius might be the most expensive.

I assume this is a White RF or Core...no CD-ROM or Duo yet?

Welcome aboard!

If you search the forums, there's lots of "best of" and "top 10" threads to find some good games to play; then check the brothers duomazov, the pc engine bible, and video game den for more info. and reviews of anything that looks good.  Luckily, most PCE games are relatively cheap, so I'm sure you'll find some goodies that fit your wallet.

Welcome aboard! What is your favourite genre of games? You're pretty much covered on almost every front except scrolling beat 'em ups (a la Final Fight). Personally, I would suggest Super Star Soldier, Dead Moon (I really like this shooter) and if you want punish yourself, Cyber Cross :D

Then the PCE is for you, especially if you aren't afraid to bumble through some Japanese RPG's.

Welcome aboard, i as well am a huge fan of rpg's and shmups! Many good titles as well to try out. Everdrive route is a good way to experience the games, then you can start collecting the ones you like.

Welcome to the forums sir! Not tring to flame on a new member or anything of the sort, but this thread is posted in the wrong section. Were it to be moved to the proper section (PC Engine), you would probally get more replies and support. This section is best suited for PC-FX talk/discussion/poo-flinging :) 
 
   But seriously, like JKM said, get yourself a TurboE.D. and rock out on all the greatest PCE games you want, and slowly build your physical library as time/money allows. If I could redo it, I would have bought an everdrive first and foremost... this way you dont have to wait to play or overpay for great titles and it will allow you to wait til you can find said titles at good, non-gouged prices. Just make sure you heed my warning... if your not careful and end up spending too much time around here, you just may develop an addiction to that new machine of yours! My interest started as a hobby... im a full-blown addict now... I MUST OBEY....
