Opened this up today, its the Turbo Duo I bought off eBay listed for parts or repair. Seller didn't have a controller or power supply to test it. But, I don't know if these are stock caps or not?? Looks really clean in there,

Well there are radial capacitors in place of SMD electrolytic capacitors. Unless NEC turned out some Turbo Duos with Radial capacitors where the SMD electrolytics go I'm going to say they aren't original.

Like I mentioned in FB, that blue cap by the switch is original. I'd change it if it was me. And I can't see well, but probably the ones by the heat sinks that are straight-thru regular aluminum caps (and not SMD) might be originals (and thus I would change too). Whoever did it, went after all the SMD caps, and left at least that blue one alone, best guess.

This is a shot of my original Turbo Duo motherboard. I can see a light blue one and 2 dark blues by the heat sink. I guess he did change those too in your case! So, that leaves the blue one by the switch. As for the rest, see if they look new to you and are the same brand he used all over the place, etc.

Those are inspection years. 2010, 2012, and bernie wrote 2015. Plenty of room for 17.

Its always nice when you buy something listed as broken that is not actually broken!
It is odd they wrote the date on there with the year first. my guess is it was someone that was not born in the USA.
