Hello.
I know it was a mail-order via PC Engine Fan...but what is a ballpark release date?
(1) earliest mention of it in PCE Fan? I'll use it.
(2) Actual date of availability...I'll take it.

The article from that PCE Fan states that the offer closed on July 31 and the orders were planned to be sent out at the end of Sep '93.
If it was delayed is another question, but fwiw, game releases were punctual in Japan back then just going from my own experiences.

KISAKU owns the "paper fan" freebie and the "FAN BOOK"...but I am still confused....

I actually don't have the fan book, but there's a blue postcard (separate from the registration card) in SF2' (initial shipment only?) that you fill in and send out + Y320 postage to get the Fan Book. It looks like the fan was included too in the campaign. I wish I would have known how to do it back then. Usually the freebies were given out when you bought or reserved the game.

OK, so the paper fan was NOT exclusively distributed to folks who attended the show...all items were from a mail-in program...I am very happy to have that clarified!!!!

What does the content in the dotted (red dotted border) in the lower-right corner say? Is it info about the FAN BOOK and who created it/its contents?

Were only 300 SFII' fans given out at this event?

The stuff in the red dotted line says that the woman who drew Sailor Moon and the woman who drew Kidou Keisatsu Patlabor worked on the mini-manga in that book.
In the picture above that, the three green dots say that the first 300 people to arrive at the SFII event will get a SFII mini-folding fan, that there are Emerald Dragon music CDs to be given away (not necessarily to everyone), and that there will be other games.
