For the love of god, punctuation is yours and my friend.

I am not too familiar with how the sound is piped in game vs off audio CD. But if the audio CD is directly piped off the CD system while audio from game play is done through the rest of the hardware, maybe something isn't getting through clean?
Try plugging in a good headset or external speaker to CD's audio out jack and see if it sounds normal or bad. If it's normal, it may be in the connector from CD to the base or within the base system.
I'll stop rambling and let the real expert tackle this.

Did a cap job on the cd drive still has scratchy audio it's found damage on the pcb I changed the parts out on the board but still got same problem any help or experts on here can lend me a hand

Check if the audio sounds the same out of the (line out) or (headphone jacks). If it is not, it could be due to something with the docking station.

Recaped the cd drive also true a different dock still get scratchy sound I also get the same if I put a music cd and power the drive on its own so it's something in the cd system

you have a missing signal between the CXD chip and the DA converter
