I've been playing this lately, and it's surprisingly good!
Though I'll be honest, the remake of 3 is definitely better than the remake for 2. The faithfulness of the music being the main reason. It makes the Genny sound chip really sing! The other reason is that 2 only has Japanese normal mode, not American normal mode.
Another change is that the buster in 1 and 2 is very weak against bosses, but isn't a problem in 3. Yellow Devil has slowdown in 1, so it's a little easier but the pattern is slightly different. On-screen items don't respawn in 1, meaning certain sections you need to beat in one go. A good change though is that if you are hit and fall on a spike in 1, you won't die immediately, so you can jump back up like in the other games.
Fighting the Dragon in 2 also requires you to stand on the middle block. And you also can't stop using the Time Stopper until it runs out, meaning you have to save it in Quickman's Stage until you get to use it on him.
Password system is gone, replaced by a save system.
I've only got through 1 and 2 so far, so I'll play the Wily's Tower once I beat 3. It seems interesting, but I'll need a guide for which items to choose.
For those that want to try it, download the Japanese rom since it's NTSC.

I thought it was ok but it seems like the controls were a little off. I'll have to give it another try soon. I didn't even know about Wily's Tower until fairly recently so I'll have to check it out.

Unfortunately yes. I finally got a copy and, aside from being adorable, the game does suffer from a bit of slowdown. I thought that watching this a little bit in videos, that it wouldn't be that bad. I was just a bit wrong. It feels ridiculous in some areas. Still a fun game, though.

I just wish it got an official Japanese or NA cartridge release. While repro carts done right can be quite nice, it's still not quite a game I feel inspired to scrimp up $50 for just yet...but definitely someday.
If I can enjoy the hell out of Shockman, I've gotta find some kind of fun with Wily Wars. I really wish I knew what my apathy towards the Blue Bomber stemmed from, when I like so many similar games...

There is some bad slowdown, but it's mostly during the yellow devil fights. Makes them easier to defeat of course.

I have a reproduction of mega man wily wars.Updated graphics nice slow down some what annoying,music some sounds right while others do not.Still i think the game play for the nes originals are better.

The music/sound is generally considered to be the worst part of a botched collection of ports. I like the visual style, but it would be nice if everything ran at full speed and had a "rockin'" soundtrack, as that was the whole point of the series.

A loose cart can be had for about $30ish, I got mine from some dude on etsy.

Seems quality, I opened it up and it was a genuine genesis board with new battery for saves. The eprom/maskrom/whateverthef**k- (I don't know anything.) looked to be applied neatly. I half expected there to be a mess inside upon opening.
I think the music, for the most part, is decent.

I think there is one of those Genesis systems you can find at Toys R Us that has 50'ish games built in, including this game, though I could be wrong on that.

I have never seen a Genesis with a built in game list that included megamans willy world, but then again, Eye only have thr33 ee why ees.

I swear I saw it somewhere, might of been a "less than official" Genesis. One of those Retron type dealies or something with some built in games.

Woah, holy sh*t! It actually exists? That's really rad, man. I know what to suggest to anyone looking into dem retro GEN game things, now. Or at least if I think they'd like something of the sort, I'd point them in the direction of this version of the whole GEN multithingamabobandsuch. Thanks for refusing to give up until results you've found.

From my understanding, overclocking the Genesis would make the overall's game speed faster, but would not resolve the occasional slowdown. I could also imagine there'll be issues with the music going too fast.
This is not like a Windows Computer, where you can fix everything with just having your hardware running faster. I think, the gameplay speed on most consoles is depandant on the system's clock speed. Just like in those very, very old DOS games, where some of them ran faster overall up to an unbearable speed on modern machines, thus those old PCs had the "Turbo" button to halve the clock speed manually.

Thanks. I guess it might depend heavily on how the game is programmed then.
The thing is, in the past I saw so many people wondering about overclocking the Nintendo 64, to reduce GoldenEye 007's slowdown especially in multiplayer. From what I got back then was the result, that any overclocking did just hamper with the overall gameplay speed. Just in the same way as the early less faithful NTSC-to-PAL conversions in the 80s and early 90s slowed down both gameplay and music, since the whole system was clocked slower in PAL mode.
So I'd be very surprised (although positively) if overclocking a Genesis would help getting NTSC Rockman Wily Wars' issues with slowdown out of the way.

The Genesis Game Genie is quite nice as it allows you to play almost all Mega Drive games without hacking up the cart slot either.
