There is currently an original white PCE on eBay listed by a UK seller with a sticker on the bottom saying 'Super PAL B'. I've tried googling but I've come up with nothing about what this might mean. Is it an old modded grey import from back in the day? Any ideas? Most importantly, is it worth buying!

Modded to PAL imported PC Engines were quite common in the UK back in the day.
Some were done to a professional level.

Also some came from Hong Kong which were originally Japanese systems modded to PAL. Hong Kong was under British rule and used our PAL TV system.

Ah, thanks for the info. So does that mean 50hz then? If it does I think I'll give at a swerve.

Yeah they're 50hz PAL and best avoided.

Hong Kong still uses pal tv system for analog which has not been turned off, probably to be turned off during 2018
the reason why they were uk pc engine were modified pal modulator which is slower and has massive borders is that rgb scart tv were very expensive during the late 80's and only became popular during the 90s so you had no choice but to buy and use pal modulator unless you had a crude pal booster ( uses the ext bus) which were even worse quality in picture wise
