It's a multisync computer monitor, not a TV.

Regardless of whether it's a TV or a monitor, it has an embedded PCE!

Yeah, what the heck is that thing? Is it a mod or an official unit?

Is it a mod or an official unit?
100% official and true.

Its a monitor for your NEC computer with a PC Engine built in. The PC Engine section doesn't interface with the computer at all, so basically you can connect a controller straight to it and not even have a computer hooked up. I'm pretty sure there is no CD interface capability.
