Is there such a thing?  I know the library is huge but this would be really cool if there were such an archive.

Try http://www.pcecp.com/. This catalog holds most games ever released for the PCEngine/TurboGrafx, but not all games have ratings just some. You can find infos, screenshots and sometimes also cheats for each game.

Gonna have to bring this thread back...if in the PCEngine Catalog, "Amount of Japanese Needed to Play" is listed as 'Cinema" for a game, does this mean exactly that with no dialogue or is it Cinema with Japanese dialogue?  I'm a little confused.

Cinema with japanese dialog. For example Gunbusters Vol.1 and Vol.2 are Cinema if I recall correctly. Or it's ment that the only japanese needed is to understand the cinematic sequences.

You better check this before, because when a game only consists of cinema like Gunbusters, it's propably no fun for you to play when you don't at least speak Japanese.
