Title: Newbie Question?

I tried looking around but cannot seem to find the differences between the Turbo Booster and the Turbo Booster Plus, other than the Plus is rare.

I believe the turbo booster plus has memory like the CD system does.

You speak true, sai.

*edit* - The Turbo Booster Plus is also for the TG-16, not the PC-FX.

Unless you're a collector, a regular CD-ROM attachment will make both of those hardware pieces functionally useless, since the CD-ROM has both the A/V output and the save ram that's on the TB Plus. (not to mention also having the obvious advantage of being able to play CD games!)
