Galaxy Fraulein Yuna was a game before it enjoyed any anime releases, I believe.
As far as the other way around goes (PCE games based on anime), there were lots of them. Most of them, like the Macross and Ranma games, are pretty obvious, but there were some obscure ones (Efera & Jiliora was based on a short anime film called Gude Crest).

Lol..I suppose I should have put more obscure anime, as Macross, and Ranma are easy ones.
Oh how could I forget :
Doraemon

lol yes. and on top of that one of the best from that time.
it contains the whole DB/Z story from the beginning up to satan city (right after cell saga).
Just to clarify, there never was an anime based on Ys IV. They only made a promotional trailer for what it would have been.

I'll list some that I know of:
Were a game first:
Yuna (two games) Fatal Fury (two games) Street Fighter II' Y's (multiple games, and multiple anime) Dragon Knight (series) Tengai Makyou Advanced V.G. Bomberman (series) Cosmic Fantasy (series) Art of Fighting Tokimeki Memorial Wizardry
Were an anime/manga first:
Urusei Yatsura Yuu Yuu Hakushou Tenchi Muyo Space Battleship Yamato Cyber City Oedo 808 Ghost Sweeper Mikami Dragon Ball Z (truly, it is the era's best DB game) Patlabor Macross (two games) Blue Blink Nadia Yawara (two games) Gunbuster (two games) Wataru Sailor Moon (two games) Bubblegum Crash Future Boy Conan KO Seiki Beast Maison Ikkoku Devil Hunter Yoko (two games) Ranma 1/2 (three games)
Don't know what came first:
Princess Minerva Megami Paradise Dragon Half Gulliver Boy
And there are a bunch of games based on live action stuff that still falls under the general "stinks like ota" blanket such as Godzilla, Gunhed, Kato and Ken, etc.

How did I forgot that? There are two of those, and I actually like them, and the anime.

Salamander (there was a movie of it)
Oh yeah, there was an OVA series. I'd really like to see it.
Unfortunately it's not as good as I'd hoped. It doesn't have enough of the original music in it, which is something I was looking forward to. I'll have to dig it up, it's been ages since I last watched it.

I remember seeing a clip of it and the animation looked really nice. It has Hal Mikimoto chara designs.

Sol Bianca - ソルビアンカ
First there was a 60min Anime (one "episode"). (April 1990)
Then came the PCE game based on it. (June 1990) http://www.pcedaisakusen.net/1/28/400/1/Sol-Bianca-jp.htm
Two years later they did a second 60min "episode". (May 1992)
Years later they did a re-imagination/re-design kind of thing on it as Manga. (dunno the release date - don't care much for manga)
Based on that manga they did a 6-episode series (30mins each) called Sol Bianca: The Legacy.
I'm a sucker for the franchise. Even though the PCE RPG is nothing to write home about, if you don't care about the franchise. (Me myself, I'm biased, obviously: I saw the original Anime on a laserdisc (! LOL) waaaaay back when. It may well have been the first Anime I ever saw. And few I saw since then I liked as much. The setting with the all female cast just had some magic chemistry to it.)
I like both the original as well as the legacy anime loads. They are very very different, yet obviously similar.
I suggest that all guys who get their transcendental calm from listening to female singers (not pop starlets!) go watch it.

Bikkuriman World was obviously Wonderboy in Monsterland to begin with but when ported to to the PCE the sprites were replaced with characters from the Bikkuriman anime series which was popular at the time.
Genji Tsushin Agedama was almost based on a popular anime at the time.

Does Pac Land count?

Pac Land would only count if Godzilla counted, that is, if shitty shitty shitty American cartoons based on these franchises counted. Granted the Godzilla cartoon is much worse than the Pac Man one, but they are both pretty naff, IMO.

No, not really, obviously. I was suggesting the opposite.
Btw, please stop overusing the word/phrase, "really". This is not just aimed at you but the entirety of America who for some reason are overusing the word as if it were the next "epic" or "all your base". I'm "really" tired of it. Yes, really. Yes, really. Yes, really.
Yes, really.

Well then you probably picked it up from us, I'm pretty sure. The spasmodic overuse of "really" is a very recent thing here, but its DEEPLY entrenched. Its depressing to think its taken over in the land of...wherever you live.
At first it reminded me of ”ほんとですか?” as it is so often translated monotonously in 1980s anime dubs as "What's that? Is it really true!?". Then that charm wore of and its more grating than the previous decade's horrible linguistic defect; ending all of your sentences in "so..." as to imply a sort of off camera meaning or substance that was missing from the rest of the user's sentence (or paragraph, or day, or year, or life).
EDIT: Just saw another annoying used of "really?" only seconds after posting this:
Specifically called out in parenthesis, in a way you would do with nothing else I can think of. WTF? Its mass dementia, I tell you.
I feel like someone went back in time to hunt dinosaurs, stepped on a butterfly during the trip, and it instantly and permanently effected the English language...and I'm the only one who realizes it.

Well, it didn't annoy me until some time after I realized it was happening. Once it was known to me I started seeing/hearing it everywhere, constantly. Day by day "really" become more and more popular and bugged me more and more until I became the insane f*cker you see here.
