Yes, the modder goes by the name NEC/Hudson. ;)
-
But what does it do? Increase the honey yield to please the bees?
-
Mmm...deadly deadly honey.
When I looked at my PC-FX innards long ago, I think I concluded that it was some sort of wait-state-related-fix, but don't repeat that to anyone, my memory isn't perfect. I'd check again with mine, but it's such a pain to put the PC-FX back together when you lack magnetized screwdrivers, and even then, you have parts left over. >_>
It would be interesting to know if it's on all PC-FXs, or only ones of a certain serial number range.

wait, it's not a mod?! #-o
I can't belive they released a console like that. [-X
also, @ "please the bees"

Well, it's probably the best solution to a design screwup discovered too late in the production process. I've seen pictures of other hardware like that.

Cause Hudson ain't Hudson without the bees on their chips!

Could it be to use the 3d chip of the PCFXGA?
