Crest of the Wolf / Riot Zone ?

He's "in between" data areas in the CD track. Just hiding there. I don't remember him from the game. Just wanted to make sure/double check.
And I'm pretty sure this isn't in the game either

He doesn't look familiar to me either, but there's so many different enemies in that game that it's hard to remember 'em all. :)

The levels were swapped around, so they are a bit different, though still the same game of course.

The levels are swapped around??? I don't remember this. I know the arcade version of the game has different level arrangement (as well as different enemies and such), but nothing of US/JP versions.
Edit: Chris is right. Left over graphics from the arcade conversion. Playing it on MAME, you can see this guy in the first level.
I corrected his palette to the arcade one and changed it for PCE color format.
