I included Vigilante and not China Warrior because, even though the action is only on one plane, the style is closer to Double Dragon and the other classic brawlers mentioned. You can pick up weapons (OK...weapon), enemies jump out of doorways and off rooftops, attack from motorcycles, etc. Some enemies (besides bosses) in Vigilante also take more than one hit, which I feel is a beat 'em up staple. In China Warrior you can't turn around, enemies enter from one direction and never appear onscreen, and only the bosses take more than one hit. I also subscribe to the theory that it's really a rhythm game in disguise.

I'm 99% positive Ane-san is 2 player, I recall that being one of the features that I liked about it, plus, pcecp has it listed as 1-2 players as well. I'm too lazy & hurty(helped my brother move yesterday) to bother checking it out for myself at the moment. :P

Double Dragon 2 is awesome... but after that? PC-E is pretty weak in this regard.

I think a beat 'em up would be a great indie project. There have been so many efforts to recreate and expand upon Streets of Rage (Beats of Rage, Bombergames' SOR) that I would think, programming-wise, that basic beat 'em up mechanics would be pretty well understood. The art would be the hardest part, likely.

It'll be awhile, gotta get Mysterious Song's code wrapped up & released, & then have another game that's being heavily worked on by the rest of us, with another that has already been worked on for awhile. It'll still be awhile, but, a brawler is deffinitly one of the things we want to address on the Turbo because of it's lack of them!

Takeda Shingen (http://www.thebrothersduomazov.com/2009/05/takeda-shingen.html) could fit into the "Shy One Controller" category. I wouldn't quite call it a brawler, but it comes closer than some of the other games that are listed.

I'd deffinitely have to say like Final Fight/SoR.
As for "another" game, no, it's not Neutopia 3, but something we haven't announced at all yet, that's been in the works since we started some work on N3. N3 is going to be quite a large & complicated project, so, I think we're pretty much building up to do that one. I "think" N3 is going to be completely in assembly IIRC. The original engine that was being worked on will be scrapped. My music for it, will be touched up a bit, since my skills have improved since then. I really don't know where exactly to fit Neutopia 3's release, I myself have my own project I'm planning out, & am hoping will be able to use one of our existing game engines(possibly modified) so that it doesn't take up too much of the rest of the team's time.

It can be pricey, but, IIRC, that's one game where I got a fluke of a deal! I think I paid around 20 bucks for it. It's just one of those random things on ebay. Did something similar with Rainbow Islands, Dragon Knight & Graphiti, Puyo Puyo Tsu, Fausette Amour & I think a couple others. But, I'm sure there are other games I paid too much for, so, probably even's itself out.

The PCE came up in a Genesis vs SNES beat 'em up thread on Sega-16. Here are some of the games I mentioned that are similar-
Golden Axe, Genocide, Ninja Warriors, Iga Ninden Gaou, Cyber Cross, Cyber Cross, Wonder Momo, Takeda Shingen, Rastan Saga II, Samurai Ghost.
The PCE came up when someone said how it only has 1 great, 1 good, 1 average beat 'em up and a terrible one. The NES was soon discussed and people praised its beat 'em ups and a few people said that Double Dragon II and River City Ransom were two of the best. Both of which of course are also on PCE. :P
