Title: Ys IV Developer's Room help

I can't get into the Developers section. When the last screen for Ys IV is shown (The tree with snow on it), I hold down RUN and press Select. The System Card 3 ROM screen comes up and I press RUN again so it will load. When the title is open, I choose "Continue" and press II, but I only get two options and no developers mode. Help please.
