Are there any programs for Linux/Windows/MSX that are designed to compose tunes for PCE? 

I heard there is a .mod converter coming?

Other than MML which is limited and an adapted MSX-ish style tracker (doesn't really take advantage of the PCE audio system or DAC modes) - there's nothing available at the moment. There is a private working beta MOD player for the PCE and I'm currently working on my own version (and special PCE versions with more features similar to XM - etc). Otherwise you need to write your own music driver and editor. I'm also working on PCMPSG music driver. The editor will be on the real system or emu - mouse or joystick driven.

Yeah.  a program that takes advantage of programming the PSG and lets you track like a normal tracker, would be excellent.

and then the files could be exported and reused in HuC projects... !
