I'm finding it hard to believe that that so-called "Cover Art" for Mega Man 9 was the real official cover art. Probably just some guy being a wise ass I'll bet.

MegaMan 9 never had a "cover" so I assume any such self-proclaimed "cover art" is as MRM suggests.

I thought for sure Capcom themselves made a "cover", & purposely made it goofy like all the other MM covers.  Just check Wiki...not that it's an official source, but http://en.wikipedia.org/wiki/Mega_Man_9

Also, I already checked the MegaMan 10 site... they don't have any cover art posted yet.

That's not exactly true; boxes (and cartridges!) were mocked up for official press kits.  Gotta love that price tag, eh? 

Those of you bitching about the aesthetics of MM9's box art must never have seen the US box art for MM1 and MM2; MM9's box art (by a dude named Gerald de Jesus) pays homage to the originals, capturing their cheesy goodness for a new generation.
