Have you guys tried using an lm1881? Those things produce a pretty usable sync output when fed composite video. Thats pretty much what im using on my svideo boards. I'm assuming the jrok composite/svideo board uses the sony ICs as well (the component board uses a cxa2075 as part of the circuit),  but if not i'm out of ideas.

Yea he uses Sony CX chips. His sync cleaner I think uses a LM1881 I think,not positive on that. Sometimes its easier to build a encoder from the ground up,sometimes you just have to.
