VGA is great for games made for that resolution, but none of those old arcade games were meant for that. Go play SF Zero 3 (Alpha 3) on Saturn, then play the DC version. Saturn version looks way nicer.
I bet you could squeeze a Mini-cute in the bathroom or somewhere. They are small machines but play real nice.
Mini-Cute cabs are highly sought after over here and a good condition one is worth about $1000. If you find one for a good price it would toallty be worth the shipping cost to return with it.
