Is there a paint/drawing package that can be downloaded and lets you create pictures or animation using the pc engine's resolution and colour palette??

There is also "Artist's Tool" -- it was more of a promo release, but does
pretty much what you are asking.

I was thinking of Artist's Tool also, but then I realized what he wants is an external program to do this, likely for development purposes, and Artist's Tool unfortunately is useless for such a thing...

Nod, didn't you have a util to do PNG to PCE format with more than the 16 color limit that magickit imposed? Or was the demo pic done by hand(pre-render woman?).
