Saturn Bomberman, without question. That will go down in history as the ultimate 2D bomberman.
One of the Bulk Slash games, maybe part 2, ran at an ultra smooth framerate. I remember thinking "wow this looks as smooth as Virtua Fighter 2" back when I first played it. I swear it was 60fps, anyway though it was really, really nice looking.

Adding PCE console specific layer on top of that, makes for an interesting challenge (no, not a reference to Ys II).
