Best 8/16-bit shooties tournament?

I had an idea.  I've seen this on other forums: you hold a tournament, using a series of poll threads.  Why not do one for best console shoot-em-up?  We could go 8-bit or 16-bit...or say "hell with it" and do both!  Here are the consoles I have in mind:

NES
SMS
PCE
Genesis
SNES

If I didn't include any other systems, it's because I'm not terribly familiar with them.  I'm also debating on whether or not handhelds should be included...because there are some handheld games that hold up pretty well against console titles.

Problem is  allowing emulators. Some people dont have all the games and it is possible to cheat with an emulator.

maybe I misread the OP I thought you wanted to hold a tournament where people actually play for score not just vote on what they think is the best. My mistake. Althought it would be nice to hold a tournament and actually play the games then have an opinion

I believe we already have the hi-score section. but yes an online tournament would be nice.
