There is some old Famicom game I have that allows you to run on the ground, as a Mech (robot) shooting stuff, but you can also transform into a jetplane and fly around like a traditional shooter.

The game I'm thinking of is prehistoric compared to Thexder and especially Kitsune's.The game I'm thinking of starts in a bland "desert" of brown ground and orange fields of sand (dominant feature) and some blue sky. I'm not sure if this game was released in the States.
