Don't know too much about Nagoya, but if he has an extra day, have him hop aboard a train, head down to Denden town in Osaka.  Tons of used game shops there (not the cheapest, but the selection is excellent).

If he has to stay in Nagoya, well then, nevermind... :-k

depends on what he wants to get.  i will be in nagoya in may so i will also be looking.  however, if he's looking for anything sfamicom, ps1 and sega saturn on up, there is GEO which often has great prices on used games.  yes, they are a video store but have a healthy used game section.  i got tons of saturn games there for less than a buck each.
